It's the bowl haircut again! My hypothesis is confirmed: even the ugliest child instantly becomes cute with a bowl haircut. Adults... not so much.
The Chinese associate the color red with luck, good health, happiness and pretty much anything good that's under the sun. Hence red is the most overdone color in the country.

A short unrelated story leading up to this photo: this little girl just took a shove by another little girl who wouldn't allow her to play. The reaction is one of "but I really want to play!" Kids are mean. When I'm in charge of the world, I'll force everyone to tie their arms to their bodies so no one can shove or punch anyone else. Oh and if anyone knows where I can get wicker slippers like the little girl is wearing, give me a jingle.
